Business plan "Magna Charta"?

>I have been trying to remember the proper name of the business plan that one is to draw up before starting a small business. It is the The Plan that outlines what your goals are, how you will accomplish them, and in general what the business is all about. I know that there is a proper name for this and I cannot think of it, the closest I can come up with is "Magna Charta" Anybody know what it is, and what it's proper format is?
I'm not thinking of, nor am I interested in starting a small business. This question is driven by a conversation I had with a friend of mine concerning a small business, and that how, each and every household is, and should be run like a small business, and therefore each and every household should have it's own "Magna Charta"

Who got sidetracked by his book, and has yet to split any firewood, and am now thinking quite seriously of taking a nap, or making a club to use with his froe, tho, the idea of finding a nice stringy pole to convert my electric, homebuilt lathe into a spring-poler is also being entertained.
