OT - rubbing out spar varnish

>The place from which I bought our butcher block kitchen counters recommended spar varnish for the birch backsplash I'm adding (and the roundovers I put on the front edge). Now, three coats into it, I'm wondering about the recommendation - the finish is coming up a bit rough, and I'm wondering how effectively I can rub it out. I just now (noonish Sunday) put the last coat on, and hope to install the counters tomorrow afternoon (appliances arrive Tuesday). Temperatures are in the 90's after early morning fog.
Can spar varnish be rubbed out? Is 24 hours from the last application enough time? What do folks recommend using, if the answers to the first two questions are "yes?"
