Shipping query, Blue Pack--Way OT

Sorry, but I gotta ask this.
I ordered an item online. It was shipped 3/28 from East Coast. USPS tracking showed it made it to So. Calif. on 4/3, and was scanned through a regional distribution point which is 25 miles from my home. Package then disappeared from the tracking radar, and was never heard from again.
I wrote the vendor. They very promptly said:
"Dear Valued Customer,
Thank you for your recent email. Upon researching your inquiry, I have found your package was shipped by "Blue Pack". This is one of the shipping partners for USPS. They have contacted us, letting us know they are behind in their processes. We do appreciate your patience in this matter. Regular shipping time can take up to 15 business days. With the recent developments, please allow up to 20 business days for delivery. Your merchandise shipped on 3/28, if you do not receive your package by 4/25, please contact us. We do apologize for any inconvenience..." etc.etc.
Result: Package didn't arrive by 4/25, and vendor reshipped Fedex.
Question: Who is Blue Pack? Google doesn't know them. But they are "...one of the shipping partners for USPS." What is a USPS shipping partner? I thought the US Mail was sacrosanct: Once something enters their system, they own it. But no. Sometimes 'Blue Pack' takes over.
I must not have been paying any attention when this feature of the U. S. Postal Service was initiated. Anybody know anything about it?
