Questions re C. Schwarz's Roubo and drawbore pins

>I have two questions about two articles in the latest Woodworking Mag, which is very good, btw. First, on p 14 "Making your own drawbore pins," Chris recommends buying a set of Sears alignment tools, two of which are useful for this task. He mentions the tapers, but I'd thought that drawbore pins worked largely due to an eccentric shape, which not only tapered but wasn't round. Am I wrong? Or are these alignment tools also not round (I know they're not, they seem to have fins, but are all the fins the same size at any given point on the taper.)?
Second question concerns the Roubo bench. Why place the leg vise right next to the crochet, on the left leg?
