Dowel plate

>Hi everyone,
I want to start making my own dowels and thought a dowel plate would be easy to use and to make (I don't have a lathe). I have a few questions though:
1. Is cold-rolled steel adequate? If not what should I use?
2. How thick should the plate be? I was thinking 1/8, maybe 1/4".
3. Using a plate, can I make dowels with tropical hardwoods? I know that I have to get the size of the wood pretty close to the size of the hole in the plate but I just want to make sure this method works with woods like cocobolo, blackwood, pink ivory etc.
