Most of the juglones that inhibit plant growth are in the leaves and roots, not in the wood itself, so the risk is miniscule. Even so, if you are cooking tomatoes and peppers, the juglones aren't going to further affect their growth rate, anyhow :^)
I don't put my walnut shavings in my compost pile or use them directly as mulch, and I don't invite horses home for dinner.
