Saw Set Questions

So, after posting several weeks ago about wanting to learn to sharpen handsaws, I picked up a MF sawset (No. 214, I think) on the bay. It came today.
It has a pistol grip action that causes a rod to push forward toward a rotating piece that I will call the anvil. The rotating anvil is an eccentric ovate piece that has markings at 0, 4, 8, 12 that allow for more movement of the rod to presumably set the teeth further. There is also an adjustable plate that seems to me to function as a means of holding the saw blade being set firmly up against the anvil. The position of the plate is fixed by a set screw.
Guessing at how to use it, I came to the conclusion that one sets the tool on the toothed edge of the saw setting every other tooth then reverses the saw end for end and sets the teeth skipped on the first pass.
Questions:
1) What did I miss as to how to use it?
2) For first attempts on rip and cc panel saws, what anvil setting should I use?
3) Anything I should check to make sure the tool is functioning correctly and has all its pieces and parts?
4) Do I need any other helpful hints or instructions?
5) What questions was I not smart enough to ask?
