Shellac question for 18th century minds

>I planed and scraped the surfaces of my latest project and then applied shellac. This is my first time to use shellac. I knew that using it would raise the grain and I have read that many will wait til after the application of shellac to do the final finishing. I'm having to do this with sandpaper. What did 18th century craftsmen do who had little or no benefit of sandpaper? I tried a scraper on one part and it seemed to work ok but none of my project is silky smooth at this point. Adam Cherubini and Sam Sampson and all other experts please advise.
