long question re Shop lighting & electrical...

>Ok, spring is here, my son is willing to help, so I'm finally setting up my new shop. We spent the afternoon planning. This is going to be a shop used by Normites and Neanderthals.
First up is the lighting and electrical circuits - this before insulation, A/C and inclosing the ceiling.
Shop size three car garage - approx 34 X 20.
Only one small window faces Southwest. One bench will be under the window. Other (hand tools)bench will be about five to six feet in from first bench.
Question is how many sets of the 40 watt florecents should I figure on? Me thinks two rows of four light sets totaling 16 40 watt bulbs.
Second question is more about electrical outlets. I want plenty as we still have router station, band saw, table saw, jointer, planer and hand power tools. The thought was to divide all this into two circuits and alternate circuit a, circuit b, circuit a, then b again etc evenly around the three walls plus a couple of ceiling outlets Any thoughts? Ya, I know, go to the other side, but I'm on the slippery slope here, and I feel I know you guys a bit better. It's a comfort thing.
