78 Plane Tuning

>I have a new Stanley 78 plane I have started tuning. My biggest question is about the chipbreaker/lever cap. The back side has japanning on it. Should I sand the japanning of and make it flat? This piece is not curved like a regular chip breaker. Should I try and work a curve into it so it presses hard at the tip of the plane blade or just make sure the whole thing is flat? I have problems with shavings jamming between the blade and chip breaker. I also have problems with the throat jamming up. This may be due to the shavings getting trapped under the chipbreaker/lever cap but just watching the shavings it looks like they do not feed through the throat properly some times. If the shavings try and go through the side of the plane with the fence attached, wrong side buy looking at the plane, the throat gets jammed up. Is there any tuning I can do to make the shavings exit the correct side of the plane?
