Is a file's hardness skin deep?

The experiemnt: Nicholson #50 file. Test area was 3/8" past where teeth end, toward tang end on the convex side. 0.015" of material was removed from this area by carefully grinding to make a flat area on the convex side. Hardness was tested starting at the center of the ground flat and proceeding toward the unground edge (across file, not along length). So effectively these measurements tested hardness 0.015" below original surface at the center of flat and this test depth got less toward the edge where the oringinal surface hardness prevailed.
Results: Center test point 0.015" below original file surface was Rc 38. As measurements were made across the flat the test depth below original surface lessened and the measured hardness increased. Finally a hardness of 58 was measured at the surface of the file.
Conclusions: this file was made by some process that resulted in a Rc 38 core and a Rc 58 surface. The small teeth may be entirely Rc 58 so that sharpening can be effective. I believe this to be the case because sharpening is practical in my experience, but I was unable to make a measurment to confirm. The place that made these measurements said 1. there are a number of processes that could be done to make a file with this hardness profile and 2. this thin file would be brittle as glass if it was all Rc 58.
