Attaching scales to perfect fit

>How does one go about attacking scales to a perfect fit screw driver? I have some 1/8" brass rod will this work? do I need to peen one end first then insert it throught the scales and peen the other side? Should I counter sink the holes so the peened rod sits flush? Should I have even waisted the 45 minutse or so making the scales in the first place?
