1) Do they come with English instructions yet?

2) Why should they not be stored in water?

To guess an answer on #2 I would hazard to say that it would be that the binding compound does not like long term exposure to water.

Just curious!

>They come with English packaging. Sharpening instructions are not included.

They should not be stored in water because the binder isn't designed for it and they don't need to be soaked when you use them. Just spray with some water.
