If they were covered in ink/paint could they have been used for arts/painting?
I never saw anything like that on our farm for marking cattle/sheep. The options are to brand, tattoo or tag. With short handles and an ink/paint that might smear they wouldn't necessarily produce legible numbers.
As well if you had more than 10 animals it would require double or triple stamping to produce unique number sets. Animals tend to be very uncooperative when being prodded!

>O.K. I'm gonna make a wild guess. They are obviously for pressing into something since they are backwards on the side away from the handle. I'm gonna guess that the white paint is the residue from some mold release substance and they are for pressing numbers into clay tile or concrete like for a decorative street address block. Whaddaya think?
