What is this?

This might be an unstable (emergency/fire) ladder or a hanging shelf. It weighs about 22 lbs. Found wire wrapped curled up in a barn. About four feet in length and does not appear to be shortened.

New twist from an Annapolis buddy. The picctured ladder is weather worn and the wood bleached. He asked. How about a sailboat transom ladder? Many boats in his area (especially a medium sized sailboat) without a swim platform have a flat, smooth transom that cants at an angle either aft or towards the bow. A swimmer jumping off the boat might strand him/her self and not be able to reach the gunwale when half submerged in the water. A short strong ladder that hangs off the stern and sinks is a literal lifeline. I never thought of that. Still an emergency ladder though.
