Any local machine shop could do that in a heart beat and I don't think it would cost much. You would need to specify the type of material (aluminum, steel, the type of steel?) and any special tolerances on the diameter, hole, and parallelism unless it doesn't matter much. Can the hole be simply drilled with a bit, or does it need to be reamed to a precise ID? They might want to know the type of finish you want - off the tool, ground, polished, doesn't matter. And how soon do you want it? Even better if you show up with your own stock so they don't have to order something.

If aluminum is OK, and the tolerances not too tight, you can make it yourself on the wood lathe (if you have one) with standard woodturning tools. If the outside finish isn't important, you can buy 2" rod and simply flatten the ends drill the hole and flatten the ends. I have a metal-turning lathe but have turned a number of things on the wood lathe.

Just curious, what is the application for this thing? Is it for art or function? Does it need to support a lot of force? Wear resistant? Will it have something welded to it?

It will be mounted to my large shaper table. It will be used to clamp a steel lugged bike frame for alignment purposes during fabrication.

THAT would make it easy. I don't see a minimum. $19.02 for a 3" piece plus shipping. Depending on how they cut it (bandsaw?) might need to order an extra 1/8" or so to machine flat to suit. Simple and quick job (depending on the tolerance.
