Yes, it is. Which makes it important to realize that the varmint doesn't necessarily die where it ingested the poison. Not only can pets succumb to second hand poisoning, but also eagles, vultures, bears and other threatened or protected wild animals.

Ingesting a used bullet is unlikely to kill anything.
And usually there is an exit wound and the bullet is in the dirt below the trap.

Maybe a little more dangerous if you are still using lead bullets, 
or depleted uranium projectiles

RED paint. Decades ago when farming, pulling harrow behind 1100 Ferguson, white egrets flew in, stayed purty close to back of harrow. Caught one with Zebco, painted'm red, turned'm loose. Right back to the flock!! 'cept the flock flew away!! Red would try to stay with'm, but no!! Never did see'm anymore.
