Is gloss varnish gloss because of the absence of a flattening agent only? If so would it still need to be stirred?

Yes, it would need to be stirred.
Say it is a polyurethane varnish - the polyurethane still sinks and collects in (or near) the bottom of the can (or other) container. Thorough stirring is needed to "re-suspend" the polyurethane.
The same for other varnishes.
