Linseed , or any other oil, is going to be a yummy food source for mold. If you don't want water to absorb in the wood pick a wood that doesn't absorb water- Ipe for example.

Our even rip pvc pipe in half on the bandsaw and use that for the cleat

Ipe is much easier to source and less expensive than teak, but teak is a lot easier to work.

She didn't like ipes color and it was going to be a lot heavier (I did the math) to lift up & wash down from time to time. so I bought redwood. OK so no finish at all. I do like that idea of pvc pipe cut in half or otherwise. The concave (inner wall) would have to go down so the screw that attaches the planks does not touch the SS pan . Any other kind of dark plastic might work too? She wants the natural lighter color of redwood. But any reason to spar varnish the ends?

Let us know if this concept works. Here in humid TN any wood outside turns black, including my unfinished redwood posts and Ipe on the bridge decking of the bike trails, and a varnished table that sits on the porch. It would be useful to know if wood in a damp interior environment experiences similar mold growth. If so I suppose you could bleach this deck from time to time.

If you want a darker pipe, you could use ABS, the black plumbing pipe. There is also some gray plastic conduit out there.

And, I would consider coating the ends with epoxy. There are some thin sealers used in restoration of rot repair that might also work to seal the end grain. Makers of wooden lawn furniture have been known to cat the bottoms of the legs to prevent water soaking in.
