Is there any reason a desktop p.c. tower can not be laid on it's side rather than standing up in a normal position?

It can sit on the side. You may have issues with CDs not staying in the tray when it closes. However, if you can get the CD in correctly it will work sitting on its side.

Mine is laying on its side with my printer on top of it for the last seven or eight years with no problems, George

All the bits will fall off the hard drive.

Should not be a problem.
In years past there was one issue with turning a computer on it's side but with new technology it is probably not applicable today: if the hard disk was formatted and data written to it in one orientation then if turned to another the alignment might get off enough cause data errors. Some optical disk drives were sensitive to this as well.
The tiny drives today are SO much better made and practically impervious that things lie orientation and shock that used to mess with our data.
Hey, if you get a machine with solid state drives you can probably operate it in a centrifuge! (I put a terrabyte of SSD in this laptop, no moving parts except for a little fan that almost never comes on.)

I agree with the others that it should not affect the function (except for the possible problem loading DVDs / CDs). However you should be careful to insure that the air cooling filters/vents are not covered or on the bottom. I have a unit that requires quite a lot of cooling so have a water circulatory system that has a radiator and fan in the back, I also have an intake fan in the front of the system and one on the side near the back. Covering these would cause my system to overheat and quite possibly damage components.
