If you have a multimeter you can measure the ohms resistance for each winding of the 3-phase motor and determine if they are all about the same value they should be good, you can then measure resistance between each winding and the motor frame to determine if a winding is shorted to ground. This basic test with a simple cheap multimeter will usually determine if the motor is good or bad.

If you have a megger meter you could also check the resistance value to verify the quality of the insulation for each winding. The megger test uses a higher voltage to measure the megaohms of resistance that the insulation is capable of handling. This test will usually identify a winding that is bad or going bad.
