Yes that looks like a DC motor so the problem could be in the power supply.

I would measure the voltage going to the motor when under load most likely the motor will want 90 volts DC if powered from a 120 V AC plug or 180 volts DC if powered from a 240 volt AC plug.

My wild guess is the capacitors in the power supply have died from old age and need to be replaced.
