Your choice of '1' is single spacing. A zero would (theoretically) over-write the line.

What is it you're trying to do?

I'm using Office 365 (the newest) and it offers 1, 1.15, 1.5, 2, 3, etc. Plus there is a customization option.

Go to 'Home'-'Paragraph'-'Line and Paragraph Spacing' to make your selection (assuming you're using a recent version).
