.for toughness. I could only guess why manufacturers chose O1 and would probably guess wrong aside from the fact that 52100 in sheet instead of rod or balls is much less common.

Cost is close enough (bohler 52100 vs. american O1) that it doesn't matter (52100 is a little cheaper, but the seller that I use charges enough more in shipping to make it close).

I don't think we'll challenge the toughness limits of either, but looking at the micrographs of both, they don't look much different and why O1 doesn't do as well in standardized tests (or 1095 for that matter) is just a guessing game (Larrin Thomas uses the term "plate martensite" as a speculation on toughness problems).
