340 should do it. If you go up to temperatures much higher, it may improve behavior, but it'll be as soft as western tools (that's really not that big of a problem, especially if behavior improves).

Putting it in the oven is all you have to do. Half hour should do, hour is probably even better on a thick iron.

I have never kept a plane with that kind of behavior, but I do have an iron that is so hard that I've never fully prepared it. Vintage type, and it should get the same treatment.

My experience with other tools is that bad behavior at high hardness often leads to still less than perfect behavior at lower hardness.
