I think measuring the chip breaker setback is very tough to do and probably not as useful as tuning to the chip. Doesn’t take long before you get a feel for eyeing the setback.

I assume the author of that note did the same thing and when put on the spot he probably just decided to say 1/32”.

When I do planing seminars or classes I have simply refused to provide a simple answer to that question, but I happily show people my setting and how the setting changes the result. The take-away is that it’s a setting very much reliant upon the situation, depth of cut and type of wood grain.
