It seems to me that you are approaching woodworking in reverse. Maybe step 1 should be to answer the question as to why you want to do woodworking.
In my case I wanted to make furniture. Faced with making something with the skills I had acquired it became readily apparent what I needed that I didn't have and what I needed to learn.
In the case at hand I never would have found any need for either of the saws you are after. Someone else might use them daily. You need to find out where you are at before buying stuff, unless the objective is to collect tools. A rip saw, no matter the bargain it might be, is as useless as tits on a boar hog unless you plan on ripping lumber with a hand saw.....after learning how to rip lumber with a hand saw....after discovering a need to rip lumber.
