I think the oblique drawbore pin(s) would be used after the offset hole has been bored in the tenon to ensure that the rail shoulders actually will pull up tight against the post once the actual wooden pin is driven into the drawbored joint. A careful examination of allsides of the rail shoulder might obviate the need to pull the joint together with the oblique pin.
