The drawbore pin would be used between steps 4 and 5 in Mark’s description. The main purpose of the drawbore pin is to pull the joint tight so you can see how the joint looks before you drive in the wooden pins.

Whether this needs to be done for all joints is another matter. I haven’t found the need for it so far, and that includes drawbored mortise and tenon joints for furniture-size projects and the joints that hold together the legs and stretchers for my workbench.
