For years my advice would have been replace the ballast. Common problem you have.

No longer. LED 4' fixtures have become so good in terms of light output at the working surface and color quality that I don't think it makes any sense to replace a T12 ballast. As my fluorescent fixtures die I am replacing with LED. Picked up some at Rural King for less then $30. 6000 lumen
