dust collector bags

I have a problem. I used to just burn all my dust and debris from my lathe. In my new neighborhood I really can't do that. to be picked up by my garbage collection I have to put it in plastic bags. Preferably black because they also say don't toss industrial waste and they consider wood off cuts to fit this). They want you to take these to the landfill which is 20 miles away and pay to have it tossed into the same dump that my local pick up takes the waste. So my question is, can I replace the cloth bags on the bottom of my Grizzly 2 bagger dust collection system with plastic bags. I assume the upper bags do most of the breathing but the lower bags probably do somewhat. It would be awfully hard to try and dump these bags into plastic bags when they need emptying.
