It might work on decayed stumps. You're likely to cause encircling roots just like leaving seedlings in too small a pot for too long.
Better plan would be to plant trees around the old stump. This puts the roots directly into soil and the old stump might become sort of a compost pile giving up the nutrients it took from the soil while it grew.
