Bill,
I have routinely used my Stanley and Clifton shoulder planes to zero in on fitting cheeks into mortises. However, I will now do what Derek suggests and use my new pair of Auriou rasps to get the final fitting right. I've had and used Nickolson rasps occasionally for years but the Auriou rasps are a game changer. Yep, they are not cheap, but Bill, get a friend to loan you one to try out and I bet you will be sold.
Using those rasps on Windsor chair seats is an absolute joy.
