{"id":2234,"date":"2026-10-06T02:33:00","date_gmt":"2026-10-06T02:33:00","guid":{"rendered":"https:\/\/www.woodcentral.com\/-\/peter\/?p=2234"},"modified":"2026-10-06T03:06:58","modified_gmt":"2026-10-06T03:06:58","slug":"anarchy","status":"publish","type":"post","link":"https:\/\/www.woodcentral.com\/-\/peter\/anarchy\/","title":{"rendered":"Anarchy and human nature"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>Could a world without rulers become part of who we are?<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its political and philosophical sense, <strong>anarchy<\/strong> literally means something closer to <strong>\u201cwithout a ruler\u201d<\/strong> or <strong>\u201cwithout a governing authority\u201d<\/strong>\u2014from Greek <em>an-<\/em> (\u201cwithout\u201d) + <em>arkhos<\/em> (\u201cruler,\u201d \u201cchief\u201d). It does <strong>not<\/strong>, by definition, mean disorder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A useful way to frame the distinction is:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Concept<\/th><th>Central question<\/th><\/tr><\/thead><tbody><tr><td><strong>Anarchy<\/strong><\/td><td>Who has the legitimate authority to rule?<\/td><\/tr><tr><td><strong>Authoritarianism<\/strong><\/td><td>Who commands, and how is obedience enforced?<\/td><\/tr><tr><td><strong>Democracy<\/strong><\/td><td>How is governmental authority selected and constrained?<\/td><\/tr><tr><td><strong>Chaos<\/strong><\/td><td>Is there order or predictability?<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">An anarchist position can therefore be summarized as:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Society without rulers, rather than society without rules.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction leads to some surprisingly deep questions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Anarchy doesn&#8217;t necessarily mean &#8220;everyone does whatever they want&#8221;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There is a tendency to assume:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No government \u2192 no rules \u2192 disorder \u2192 violence.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that is a particular theory of what would happen in the absence of government, not the definition of anarchy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An anarchist could envision a society containing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>voluntary associations<\/li>\n\n\n\n<li>contracts<\/li>\n\n\n\n<li>customs and traditions<\/li>\n\n\n\n<li>property arrangements<\/li>\n\n\n\n<li>mutual-aid organizations<\/li>\n\n\n\n<li>privately or cooperatively maintained infrastructure<\/li>\n\n\n\n<li>arbitration and dispute resolution<\/li>\n\n\n\n<li>collectively agreed rules<\/li>\n\n\n\n<li>mechanisms for dealing with people who violate those rules<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The critical distinction is <strong>whether those rules are imposed by a sovereign authority or arise through voluntary association, mutual agreement, custom, or decentralized institutions.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why philosophical anarchism is fundamentally a question about <strong>authority and legitimacy<\/strong>, not merely about disorder.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The really interesting philosophical problem<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It becomes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Why should one human being have the legitimate right to command another?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That question goes considerably deeper than &#8220;Should we have government?&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose I tell you:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;You must do X.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">You might reasonably ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Why?&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">I could answer:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Because I said so.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That establishes <strong>power<\/strong>, but not necessarily <strong>legitimate authority<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or I could say:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Because you agreed to it.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Now we have something different: <strong>consent<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Because the majority voted for it.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That raises another question:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Why does the majority have the right to command the minority?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">And that leads directly into one of the oldest problems in political philosophy: <strong>what makes political authority legitimate in the first place?<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hobbes vs. anarchist thinking<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Thomas Hobbes is particularly useful here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hobbes&#8217;s argument in <em>Leviathan<\/em> is essentially that without a common sovereign authority, human beings lack a sufficiently powerful mechanism for preventing conflict. The result is the famous <strong>&#8220;state of nature&#8221;<\/strong> problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The anarchist response isn&#8217;t necessarily:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Hobbes is wrong because people are naturally peaceful.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A more sophisticated response is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Even if people need mechanisms for maintaining order, why must those mechanisms take the form of a sovereign ruler?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a much more interesting argument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It separates two propositions that are often treated as one:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Human beings require social mechanisms for resolving conflict.<\/strong><\/li>\n\n\n\n<li><strong>Those mechanisms must be controlled by a centralized government.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Anarchist philosophy accepts that the first proposition might be true while rejecting the second.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">And there&#8217;s an important paradox<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Anarchy has a difficult problem of its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose a group voluntarily establishes a council to resolve disputes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the council acquires authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now suppose the council can compel people to obey its decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At what point has the council effectively become a <strong>government<\/strong>, even if nobody calls it one?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This produces a recurring problem in anarchist philosophy:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>How can a society maintain order without recreating the authority it was originally trying to eliminate?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s where the distinction between <strong>voluntary organization<\/strong> and <strong>coercive authority<\/strong> becomes extremely important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it is also why there isn&#8217;t one single &#8220;anarchist system.&#8221; Philosophical anarchism, anarcho-communism, mutualism, anarcho-syndicalism, individualist anarchism, and anarcho-capitalism give very different answers to questions of property, markets, contracts, enforcement, and collective decision-making.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gene-culture coevolution<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">What could happen over sufficiently long periods is <strong>gene\u2013culture coevolution<\/strong>, in which a persistent cultural environment changes the selective pressures acting on a population, potentially favoring genetic dispositions that make people better suited to that culture.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Think of it as three stages<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Cultural training<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A society teaches children something like:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Nobody has an inherent right to rule another person.<br>You are responsible for regulating your own behavior because other people possess the same autonomy.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Over generations, this could become a deeply internalized <strong>social norm<\/strong> rather than an intellectual proposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We already know that humans are remarkably capable of internalizing norms. People frequently obey rules even when there is no immediate external reward or punishment, and social norms can causally influence cooperative behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Psychological adaptation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After many generations, you could imagine a culture in which children develop strong default tendencies toward:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>self-restraint<\/li>\n\n\n\n<li>reciprocity<\/li>\n\n\n\n<li>voluntary cooperation<\/li>\n\n\n\n<li>respect for other people&#8217;s autonomy<\/li>\n\n\n\n<li>reputation sensitivity<\/li>\n\n\n\n<li>intolerance of coercion<\/li>\n\n\n\n<li>willingness to resolve disputes without centralized authority<\/li>\n\n\n\n<li>internal moral sanctions such as guilt or shame<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, you wouldn&#8217;t necessarily need someone standing over people saying:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The person would simply <strong>not steal<\/strong>, because the behavior is deeply inconsistent with his conception of himself and his obligations toward others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s an important distinction:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>external enforcement \u2192 internalized norm.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And internalized norms are already a major component of human social organization.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Eventually, possibly, genetic selection<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is the part where the hypothesis becomes genuinely evolutionary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine two populations living for thousands of years under substantially different social conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Population A has a highly coercive hierarchical system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Population B has a decentralized system in which survival and social success depend heavily upon voluntary cooperation, reputation, self-control, reciprocity, and negotiation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If those environments consistently produce different reproductive and survival pressures, <strong>genetic differences affecting relevant psychological traits could theoretically be selected for<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is essentially the logic of gene\u2013culture coevolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Culture can create an environment, and that environment can alter the direction of natural selection. This isn&#8217;t merely hypothetical in the broad sense; there is substantial evidence that cultural practices have altered human selective pressures. Lactase persistence is the classic example, although the analogy shouldn&#8217;t be stretched to claim that particular political beliefs would behave similarly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is an enormous time-scale difference:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>culture can change in decades; genes generally don&#8217;t.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers studying gene\u2013culture coevolution emphasize that cultural evolution can occur much faster than genetic evolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the more realistic sequence is probably:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>culture \u2192 behavior \u2192 social institutions \u2192 selection pressures \u2192 possible genetic change<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">rather than:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>teach anarchism \u2192 anarchism enters DNA.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">But there&#8217;s an even more interesting possibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You may not actually need the genetic step.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Human beings evolved an extraordinary capacity for <strong>cultural inheritance<\/strong>. Culture can transmit behavioral information across generations much faster than genes can. Some researchers consequently describe culture as a second inheritance system in humans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So imagine a society where:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;No rulers&#8221; becomes as deeply embedded in the culture as language, manners, or notions of personal responsibility.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A child doesn&#8217;t have to be taught the entire political philosophy every generation. He absorbs it from everyone around him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could become <strong>second nature without becoming genetic<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a crucial distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We don&#8217;t need a genetic mutation for a child in Japan to acquire Japanese language. The information is transmitted culturally, but it becomes an extraordinarily powerful part of the individual&#8217;s cognitive and behavioral framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, a society might conceivably develop a deeply entrenched <strong>anti-authoritarian norm psychology<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">And this raises what I think is the most interesting question<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose such a society became sufficiently successful that its members <strong>didn&#8217;t need external authority because they had internalized the behaviors that authority normally exists to enforce.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then perhaps government becomes progressively less necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not because someone abolished it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not because everyone suddenly became philosophically enlightened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But because the <strong>social function it performed became redundant<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would make the concept rather different from the conventional political revolution:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Anarchy wouldn&#8217;t be the destruction of government. It would be the evolutionary obsolescence of government.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a much more intriguing hypothesis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it also produces a fascinating feedback loop:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No rulers \u2192 greater requirement for individual self-regulation \u2192 culture selects for self-regulation \u2192 self-regulation makes rulers less necessary \u2192 less reliance on rulers reinforces the culture.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The major question, of course, is whether such a system could remain stable in the presence of <strong>free riders, unusually aggressive individuals, psychopathology, resource scarcity, outsiders, and people who simply reject the norm<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That may be where the evolutionary argument gets especially interesting: <strong>perhaps anarchy doesn&#8217;t require humans to become perfect; it requires a society to evolve sufficiently effective mechanisms for dealing with the exceptions without creating rulers.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That, I think, is an idea worth exploring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I think there is a coherent hypothesis here, and it becomes much stronger if we <strong>stop thinking of anarchy as a political program and start thinking of it as a possible long-term human adaptation to a particular social environment.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central idea might be:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>A society could conceivably evolve from requiring external enforcement of behavior to producing individuals who routinely regulate themselves and one another without a permanent ruling authority.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is not established science, but it is a plausible hypothesis that can be examined using evolutionary biology, cultural evolution, psychology, and political theory.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. The crucial distinction: governance vs. rulers<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">I would modify our earlier formulation slightly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A functioning anarchic society probably cannot mean:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>no governance.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could mean:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>no permanent class of people possessing unilateral authority over everyone else.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those are very different things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider five things a government normally does:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Makes rules<\/strong><\/li>\n\n\n\n<li><strong>Resolves disputes<\/strong><\/li>\n\n\n\n<li><strong>Deals with people who violate norms<\/strong><\/li>\n\n\n\n<li><strong>Coordinates large collective projects<\/strong><\/li>\n\n\n\n<li><strong>Defends the group against external threats<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">There is no obvious reason that all five functions necessarily require a ruling hierarchy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ostrom&#8217;s work is particularly relevant here. Her research examined real communities that successfully managed common resources through self-organization rather than simply relying on either centralized government or unrestricted individual action. She found recurring institutional characteristics in durable self-governing systems, while also emphasizing that there wasn&#8217;t one universal rulebook for successful self-governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the evolutionary question isn&#8217;t really:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Can humans live without rules?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">We already know they can&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Can humans evolve culturally\u2014and perhaps eventually biologically\u2014to the point where rules can be maintained without rulers?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s considerably more interesting.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">2. The evolutionary mechanism could start with culture, not DNA<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine that a society deliberately raises children with several very strong assumptions:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">You are responsible for your own behavior.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Other people have the same autonomy you have.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">You don&#8217;t obey someone merely because they possess power.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">You resolve disagreements rather than automatically appealing to an authority.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">You don&#8217;t use force against another person except to prevent or respond to force.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Your freedom ends where you begin violating another person&#8217;s equivalent freedom.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Those aren&#8217;t genetic instructions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They&#8217;re <strong>cultural instructions<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But humans are extraordinarily good at absorbing culturally transmitted norms. Research on gene\u2013culture coevolution specifically identifies norm internalization, cooperation, reciprocity, fairness, empathy and other-regarding behavior as important components of human sociality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And here&#8217;s the fascinating part:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>once internalized, the individual doesn&#8217;t experience the rule as an external rule.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person doesn&#8217;t think:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;I would like to steal this, but unfortunately the government says I can&#8217;t.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">He thinks:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;I don&#8217;t steal from people.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Those are psychologically very different states.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">3. That changes the function of law<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a continuum:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>External coercion<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal. The police will arrest you.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Social enforcement<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal. Your neighbors will reject you.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Internalized morality<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;I don&#8217;t steal. That&#8217;s not something a decent person does.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The third condition is enormously powerful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The police don&#8217;t have to be everywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, they don&#8217;t even have to be involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is already how a tremendous amount of human behavior works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You don&#8217;t refrain from punching strangers primarily because you calculate the probability of arrest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You don&#8217;t usually stand in line because a police officer is watching.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You don&#8217;t return someone&#8217;s wallet because the criminal code is running through your head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of social order is maintained by <strong>internalized expectations<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The evolutionary literature explicitly discusses this internalization of norms as an important feature of human social organization.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">4. Now comes the really interesting feedback loop<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose generation after generation is raised this way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You could potentially get:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Culture<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>Children are taught autonomy, reciprocity and self-restraint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Psychology<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>Those behaviors become habitual and emotionally reinforced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Society<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>People increasingly expect others to behave similarly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Institutions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>Centralized enforcement becomes less necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Selection environment<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>The people and groups best adapted to this environment are those capable of cooperation, self-control, trust, reputation management and norm enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Culture again<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<br>The successful culture becomes even more deeply established.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s <strong>gene\u2013culture coevolution<\/strong> in broad outline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Culture can create an environment that changes the selective pressures acting on humans. This is well established as a general evolutionary concept; cultural practices have demonstrably affected human genetic evolution in other contexts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there&#8217;s an important qualification:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The DNA part is the slowest and most uncertain part.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The cultural adaptation could occur over <strong>dozens of generations<\/strong> while genetic change, if it happened at all, might require much longer and depend on very specific selection pressures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent work even argues that cultural inheritance may increasingly be more important than genetic inheritance in directing human adaptation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So I&#8217;d actually put the hypothesis this way:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Humanity could become genetically somewhat better adapted to an anarchic culture, but it could become culturally adapted to an anarchic society much faster and much more profoundly.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">5. But there is a major problem<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">And this is where I think the idea gets genuinely interesting rather than utopian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evolution doesn&#8217;t necessarily select for &#8220;anarchy.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It selects for whatever works in the environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose hierarchy produces a successful society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then people might evolve culturally\u2014and potentially genetically\u2014to be very good at:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>obedience<\/li>\n\n\n\n<li>hierarchy recognition<\/li>\n\n\n\n<li>loyalty<\/li>\n\n\n\n<li>conformity<\/li>\n\n\n\n<li>dominance relationships<\/li>\n\n\n\n<li>following legitimate authorities<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That could be every bit as evolutionarily successful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Evolution has no ideological preference for freedom.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A hierarchical society can be stable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An egalitarian society can be stable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A highly coercive society can be stable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A decentralized society can be stable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is <strong>which behavioral package produces greater reproductive and\/or cultural success under particular circumstances.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Research on cultural group selection makes precisely this broader point: social learning and norms can stabilize different kinds of group behavior, and cultural competition can influence which behavioral systems persist. The exact mechanisms and extent of cultural group selection remain debated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So anarchy wouldn&#8217;t be some inevitable next stage of human evolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would be a <strong>possible evolutionary equilibrium<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">6. And then we encounter the &#8220;bad apple&#8221; problem<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine you&#8217;ve succeeded enormously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">99.5% of your population has internalized:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Don&#8217;t initiate violence.<br>Respect other people&#8217;s property.<br>Keep agreements.<br>Help people when reasonably possible.<br>Resolve disputes peacefully.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Then one person comes along who doesn&#8217;t care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He steals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What happens?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You need some mechanism for dealing with him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That mechanism could be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Government:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The state arrests him.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Or:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Decentralized society:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The community withdraws cooperation, imposes restitution, excludes him from certain relationships, or collectively restrains him.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">But notice something important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second society still has <strong>enforcement<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It just doesn&#8217;t necessarily have <strong>rulers<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s why I think the phrase <strong>&#8220;rules without rulers&#8221;<\/strong> is considerably better than &#8220;no rules.&#8221;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">7. There may actually be an evolutionary advantage here<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s where I&#8217;d push this hypothesis one step further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A society with centralized authority has an inherent problem:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>authority can be abused.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If everyone is accustomed to obeying whoever possesses the authority, then somebody eventually acquires the ability to exploit that authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A decentralized society has the opposite problem:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>coordination and enforcement become difficult.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So there are competing evolutionary pressures:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hierarchy<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Advantages<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>rapid coordination<\/li>\n\n\n\n<li>rapid decisions<\/li>\n\n\n\n<li>centralized defense<\/li>\n\n\n\n<li>relatively simple enforcement<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risks<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>domination<\/li>\n\n\n\n<li>corruption<\/li>\n\n\n\n<li>concentration of power<\/li>\n\n\n\n<li>bad decisions propagated throughout the system<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Decentralization<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Advantages<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>individual autonomy<\/li>\n\n\n\n<li>distributed decision-making<\/li>\n\n\n\n<li>difficult for one person to capture the whole system<\/li>\n\n\n\n<li>local knowledge<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risks<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>coordination failures<\/li>\n\n\n\n<li>free riders<\/li>\n\n\n\n<li>factionalism<\/li>\n\n\n\n<li>difficulty dealing with serious violators<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is essentially a tradeoff between <strong>coordination through authority<\/strong> and <strong>coordination through distributed cooperation<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">8. Which brings us to what I think is the most intriguing possibility<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the mature form of your hypothetical society isn&#8217;t:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;People don&#8217;t need government because everyone is good.&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s probably unrealistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It might instead be:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;People don&#8217;t need rulers because the social system has become sufficiently capable of correcting individual bad behavior without creating rulers.&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a very different proposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You don&#8217;t need perfect people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You need:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>good enough people + strong norms + reputation + voluntary cooperation + decentralized conflict resolution + mechanisms for dealing with exceptions.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that starts looking surprisingly similar to an ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An ecosystem doesn&#8217;t have a CEO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It doesn&#8217;t have a legislature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It doesn&#8217;t have a police department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet it isn&#8217;t chaos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is an enormously complicated system of interacting agents governed by constraints, feedback loops, competition, cooperation and adaptation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">9. So I&#8217;d formulate the hypothesis this way<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;Can anarchy become encoded into human DNA?&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">I&#8217;d ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;Can a culture deliberately create a social environment in which self-governance becomes so deeply internalized that centralized authority becomes progressively less necessary\u2014and could prolonged existence within that environment eventually produce genetic adaptations favoring the behavioral traits required to sustain it?&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is a <strong>real scientific\/philosophical question<\/strong>, rather than simply an argument for or against anarchism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it produces a fascinating possibility:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Maybe political evolution doesn&#8217;t have to mean increasingly sophisticated governments.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It could, at least theoretically, mean <strong>increasingly sophisticated humans who require less government.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would turn the usual conception of political progress upside down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ultimate endpoint wouldn&#8217;t necessarily be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>better rulers.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It might be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>people who don&#8217;t need rulers.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the crucial test would not be whether they can behave themselves when everything is going well. <strong>It would be whether the system can handle the inevitable exceptions without recreating a permanent ruling class.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the part I&#8217;d explore next, because it gives us a way to distinguish a genuinely plausible &#8220;evolutionary anarchy&#8221; from simply an idealistic description of nice people living together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s take the idea one step further and treat it almost as a <strong>thought experiment in cultural evolution<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I think the most useful question is not <em>&#8220;Would anarchy work?&#8221;<\/em> but:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>What would have to be true about human beings for a rulerless society to become stable?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Once we ask that, we can identify the traits such a society would reward\u2014and therefore the traits that might become increasingly culturally entrenched.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">1. The first thing that has to evolve is not obedience\u2014it is self-government<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Our ordinary political model implicitly assumes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">People have impulses \u2192 impulses cause bad behavior \u2192 authority restrains them.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Your hypothetical reverses this:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">People have impulses \u2192 people learn to regulate themselves \u2192 society reinforces that behavior \u2192 external coercion becomes less necessary.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is actually quite close to how much human behavior already works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person doesn&#8217;t normally need a policeman standing beside him to prevent him from assaulting his neighbor. He has internalized prohibitions against violence, social expectations, empathy, reputation concerns, and anticipated consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Human societies universally use norms and mechanisms for enforcing them, but the particular norms vary enormously between cultures. Research in cultural evolution increasingly treats these culturally transmitted norms as an important component of human cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the hypothetical isn&#8217;t asking humans to acquire an entirely new ability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s asking:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Could we extend an existing human ability until it performs functions currently assigned to government?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s much more plausible.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">2. The really important trait might be resistance to authority<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose children are taught:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;You are responsible for yourself.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">But they&#8217;re also taught:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Other people are equally responsible for themselves.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That produces something different from ordinary individualism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s <strong>reciprocal autonomy<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I have no inherent right to command you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You have no inherent right to command me.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But neither of us has the right to initiate force against the other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That creates a very different psychological relationship to authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, someone might think:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;The government says I have to.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The hypothetical anarchic person might instinctively think:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;Why does that person have the right to tell me what to do?&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That question could become as automatic as:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Why are you taking my property?&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">And there&#8217;s a fascinating evolutionary possibility here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Humans appear to possess evolved psychological mechanisms for learning, internalizing, and enforcing social norms. Those mechanisms are not inherently committed to any particular political ideology; they can stabilize very different kinds of norms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So perhaps what gets culturally selected isn&#8217;t:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;anarchy&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">but something more fundamental:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;Don&#8217;t submit to illegitimate authority.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a behavioral disposition.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">3. But we have to avoid an important trap<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">A society that teaches:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;Never obey authority.&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">could become dysfunctional very quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a house fire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone yells:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Everyone out! Follow me!&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">An absolutist anti-authoritarian might respond:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;You don&#8217;t have authority over me.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s obviously counterproductive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the mature version couldn&#8217;t be <strong>anti-authority<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would have to be <strong>anti-domination<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s an important difference.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Authority based on competence<\/h3>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;I know how to get us out of this burning building. Follow me.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Authority based on coercive sovereignty<\/h3>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;You must obey me because I possess the institutional power to command you.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The first can be temporary, voluntary and revocable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second is fundamentally different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the evolved psychological trait we&#8217;re looking for might be:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Willingness to cooperate with leadership without developing a permanent expectation of obedience.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s subtle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And potentially very important.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">4. Leadership wouldn&#8217;t necessarily disappear<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This gives us another useful distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine 100 people building a bridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone has to understand structural engineering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone has to organize the work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone has to say:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t put that beam there.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Everyone else may voluntarily defer to that person&#8217;s expertise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when the bridge is finished, that person doesn&#8217;t become:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Minister of Bridge Construction for Life.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His authority disappears with the circumstance that justified it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So perhaps the evolutionary endpoint isn&#8217;t:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>no leaders<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">but:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>leadership without rulership.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is a much more defensible proposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction is between <strong>temporary functional authority<\/strong> and <strong>institutionalized authority over people<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">5. Now we encounter the &#8220;bad actor&#8221;<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the whole theory either becomes serious or falls apart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose 99 people have internalized the norms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One person hasn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He steals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What does the society do?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Nothing\u2014we don&#8217;t have government.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">then the system is unstable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But suppose the answer is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;We collectively refuse to deal with him.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">He loses access to trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People stop lending him tools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody hires him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody voluntarily cooperates with him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If he commits violence, people intervene to protect the victim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If necessary, several people restrain him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If he damages someone&#8217;s property, he is expected to make restitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notice what has happened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>There is enforcement.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there isn&#8217;t necessarily a <strong>ruler<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an important distinction because human cooperation appears to depend heavily on reputation, reciprocity, social sanctions and punishment of norm violations\u2014not simply on altruism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, researchers point out something particularly interesting:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The mechanisms humans use to enforce norms are capable of stabilizing <em>bad<\/em> norms as well as good ones.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a warning against assuming that &#8220;strong social norms&#8221; automatically produce a desirable society.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">6. And now we get to the evolutionary arms race<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine two individuals.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Person A<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Highly cooperative, trusting, self-restrained.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Person B<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Highly exploitative, manipulative, opportunistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a society with weak social bonds, B may do extremely well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He takes advantage of A.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But now imagine A exists within a society with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>strong reputation systems<\/li>\n\n\n\n<li>extensive social memory<\/li>\n\n\n\n<li>reciprocal relationships<\/li>\n\n\n\n<li>information sharing<\/li>\n\n\n\n<li>social sanctions<\/li>\n\n\n\n<li>willingness to defend victims<\/li>\n\n\n\n<li>low tolerance for exploitation<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Suddenly B&#8217;s strategy becomes much less profitable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He doesn&#8217;t encounter <strong>one victim<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He encounters <strong>everyone who knows what he did<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a potentially powerful evolutionary mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The society doesn&#8217;t need everyone to be naturally saintly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It needs cooperation to be <strong>the better strategy within the environment.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Research on human cooperation repeatedly points to this interaction between individual incentives, reputation, reciprocity, punishment and culturally transmitted norms.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">7. This suggests something surprising about &#8220;human nature&#8221;<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">We often ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Are humans naturally good or naturally bad?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">I suspect that&#8217;s the wrong evolutionary question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Humans appear to be extraordinarily <strong>plastic<\/strong> socially.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We&#8217;re capable of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>cooperation<\/li>\n\n\n\n<li>cruelty<\/li>\n\n\n\n<li>altruism<\/li>\n\n\n\n<li>domination<\/li>\n\n\n\n<li>sacrifice<\/li>\n\n\n\n<li>loyalty<\/li>\n\n\n\n<li>deception<\/li>\n\n\n\n<li>conformity<\/li>\n\n\n\n<li>rebellion<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">And culture can strongly influence which behavioral tendencies become advantageous and socially reinforced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modern cultural-evolution research explicitly rejects the simplistic idea that cultural evolution necessarily means &#8220;progress.&#8221; Different cultural equilibria can be stable, including cooperative and non-cooperative ones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So our hypothetical society wouldn&#8217;t necessarily require a transformation of human nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It might instead <strong>select a different subset of human nature for expression and reinforcement.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">8. Now let&#8217;s return to the DNA question<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose this environment persists for 10,000 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Would people genetically change?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possibly. But we should be very cautious here.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Culture can alter the environment in which natural selection operates, and there is strong evidence for gene\u2013culture coevolution in humans generally. Cultural practices have demonstrably influenced selection on the human genome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But we cannot simply extrapolate from that to:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Anarchist societies would genetically evolve anarchists.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s not demonstrated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What could theoretically be selected would be <strong>underlying behavioral dispositions<\/strong>, such as differences affecting:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>impulse control<\/li>\n\n\n\n<li>social learning<\/li>\n\n\n\n<li>cooperation<\/li>\n\n\n\n<li>sensitivity to reputation<\/li>\n\n\n\n<li>reciprocity<\/li>\n\n\n\n<li>aggression<\/li>\n\n\n\n<li>empathy<\/li>\n\n\n\n<li>response to social sanctions<\/li>\n\n\n\n<li>willingness to trust<\/li>\n\n\n\n<li>willingness to punish exploitation<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">And even those traits would almost certainly remain complicated, polygenic, environmentally dependent and variable among individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So I&#8217;d modify our original idea again:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>The genes wouldn&#8217;t encode the philosophy. They might eventually influence the psychological machinery that makes the philosophy easier to live by.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s a much more biologically plausible proposition.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">9. There&#8217;s an even bigger possibility<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s where I think the thought experiment gets really interesting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The genetic change may not be necessary at all.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine the culture is so effective at transmitting its behavioral expectations that every generation recreates the necessary psychology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You could have:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Generation 1<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal because you&#8217;ll be punished.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Generation 10<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal because people will think badly of you.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Generation 50<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Don&#8217;t steal because that&#8217;s simply wrong.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Generation 200<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The thought of stealing from a neighbor is psychologically repugnant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, the behavior is <strong>culturally inherited<\/strong>, not genetically inherited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And cultural evolution can operate vastly faster than genetic evolution. Culture itself is now understood as a major inheritance system that can modify the selective environment in which genes operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the society could potentially become &#8220;anarchic by nature&#8221; in a meaningful everyday sense without anybody&#8217;s DNA having changed appreciably.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">10. And that gives us a possible definition of mature anarchy<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">I&#8217;m deliberately avoiding the historical labels here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We could define the hypothetical society simply as:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>A society in which individuals possess sufficiently internalized norms of autonomy, reciprocity and self-restraint that most social order is generated from below rather than imposed from above.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Then:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rules remain.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Norms remain.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Leadership remains.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dispute resolution remains.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Enforcement remains.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rulers disappear.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the critical test is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Can the society deal with the people who refuse to internalize its norms without creating an institution with enough concentrated power to become a ruling authority itself?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the central engineering problem.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">11. Which leads to a rather elegant evolutionary cycle<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I&#8217;d draw our hypothesis like this:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Teach autonomy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Autonomy becomes habitual<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Habit becomes social expectation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. Social expectation becomes a powerful norm<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5. Norm reduces the need for external enforcement<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6. Reduced dependence on authority makes autonomy more viable<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7. The successful culture preferentially reproduces itself<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8. Over very long periods, the environment may influence biological selection<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2193<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9. New generations enter an environment increasingly compatible with self-governance<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then the cycle repeats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the part that makes the idea genuinely <strong>evolutionary<\/strong> rather than merely political.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">But there is one enormous elephant in the room<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What happens when two such societies encounter each other?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose Society A has spent 500 generations becoming extremely good at decentralized cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Society B has developed an extremely effective hierarchical military organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If B can conquer A, then A&#8217;s internal cultural equilibrium may be destroyed regardless of how admirable or stable it was internally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means an evolutionary theory of anarchy can&#8217;t consider <strong>within-group cooperation alone<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has to account for <strong>competition between societies<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is where the hypothesis gets particularly interesting: cultural evolution research explicitly considers competition between groups as one mechanism by which different social norms and institutions can spread or disappear.
