Rpm should not matter. Slow enough to be safe, fast enough not to take forever to hollow. The flat carbide tools are just scrapers and you always use a scraper with the cutting edge horizontal or a little lower. When hollowing with a scraper you should be cutting at or above center. If you cut below center it can pull the cutter into the wood. Same is true if you cut with a scraper tilted up.
