Ive made.a.bunch of skews over the years. Quite easy to make with high Carbon steel. The problem is even when properly heat treated it just doesnt hold an edge that long. The best thing is to buy pre hardened High Speed Steel but then the problem is shaping hardened steel. For my money i would purchase an unhandled.skew from Doug Thompson. Seems expensive at first but you will use that tool for many many years maki g it well worth the money.
