Bill -- Years ago, the good folks at The Sanding Glove sold me some velcro sheets for use in repairing interface pads. They said typically the velcro would wear out long before the foam and that I could more than double the life of the pads by replacing the velcro. That's proven to be the case.

You can find hook and loop material in a number of places. The Sanding Glove recommends Amazing GOOP Household adhesive for gluing velcro onto sanding pads. The glue is carried by most hardware stores, home centers, and the other usual suspects.
