The tool is called a Hasher. It was the first tool sold by Laroy S. Starrett. It was a tool designed for chopping meat. We now of course know the L.S. Starrett Company for what they make today, including very accurate measuring tools. Some of which ironically might still be capable of chopping meat. But for their price, I would NOT advise it.
