It's not going to work though, if it's optional. There's a bunch of concerns on safety of this particular vaccine, but in general a vaccine is not a magic protection potion. Our vaccination policy has a group goal of immunity, it can't be achieved if a significant part of the population refuses for whatever reasons. Once it's achieved or vaccination levels are sufficient - it can be optional, but definitely not today. Today's exemptions are given because of herd immunity, but back in a day of epidemics vaccinations were enforced.
