If the lamp LED's look yellow they likely have a phosphor coating to convert some of the blue LED light to yellow to yield more or less white. Some, maybe all, such arrangements have a reflector to redirect the fluorescent light out the lens. In any case the light output would be measured as the integral of the sum of whatever is emitted by the lamp in all directions. Same is usually true for a fluorescent tube measurement.
