That pic is of an LED from 20 years ago and more. That is not the current technology by far.

This link sort of shows how the LED is configured to output light from a replacement for a T8 tube:

Note that the LEDs are in a strip that illuminate mostly downward, whereas a T5-8-12 will illuminate a full 360°, losing some light to the fixture. Like you said, who knows how any given company measures "output"?
