9" disks are a piss-poor alternative to a 24" or, better yet, 36" disk.
with the larger disks -- we had a 24" one at tech -- you do indeed get a usable range of speed across the face of the disk, and a fence to set to the miter angle.

I can easily see where a 6" or 8" belt would be preferred over a 12" disk sander.
