Entry door knob question

Bill Tindall, E.Tn.
Our entry door locks are getting difficult to unlock, probably worn out. I want to replace, and insist on a door knob where the door can not be opened from the inside without unlocking the locking mechanism of the door knob. (our current locks unlock upon turning the knob) Why this configuration is not the most common baffles me. Where do I find, how do I specify this style?

We have never hand anything different. Wife visited her brother one Thanksgiving. Not knowing there was any other kind than what we had, she left the house very early one AM in jammies to fetch the paper. And there she stayed on the front porch in Pittsburg until someone discovered her plight. We will leave the doors unlocked before we ever install an exterior door that stays locked when exiting.
