Yes, you have the sandwich correct. Since the fiddleback is as much endgrain as longitudinal there is always bleed through. That gets sanded off, so the only epoxy exposed in the end is in the pores below the surface so more like a grain filler than a finish.

I’m fairly certain that UV doesn’t penetrate below the surface.
