One appliance is being used and the other is not.

If only one appliance is on and drawing 15A, then the neutral carries 15A also--the difference between the two, 15 and zero. If both appliances are on, and one is drawing 15A and the other 5A, then the neutral is only carrying 10A, the difference, because they are 180ยบ out of phase.
