Also verging into politics, but it is an important distinction:

"Simply put, our government (Constitution) has determined our freedoms; you don't want government to restrict them."

The US Constitution sought to emphasize that people's basic freedoms are innate, rather than bestowed or determined by any governing body. This is why it is logical for the Constitution to recognize that no government can restrict those basic freedoms, they are above governing.
