AT&T seems to be spotty about practices in this regard. My local provider (BellSouth) informed me that they do not use outside band splitter. Period. End of discussion. I very nearly went and bought my own to install but then decided that having my patch panel and all of the filtering in one place indoors would probably be nearly as good. So far it has worked out well.
