I had completely overlooked the no water/no spray possibility. Checking that the tub is filling is pretty easy by simply opening the door after the cycle has started and looking. The wash spray should be clearly audible in even the quietest dishwasher and if that fails then it should be obvious if everything inside is wet evenly.
