I made a low profile riving knife for my table saw from a piece of scrap steel. Cut with a hand held jig saw with a hacksaw blade then shaped with a file and sander. It isn't all that difficult - but I had a stock knife to work from. If you don't have a stock knife to work with you could probably work up a pattern from thin Baltic birch then use it to outline on the metal.
