>Why don't you just make 2 counterweight blanks that will fit the 2 spaces that you do not want to use. Select steel the thickness of the single cutter and a little wider then the cutter as it will also be a little bit shorter. Drill the hole for the retention screw carefully as it must be correct to properly retain the blanks - a major safety concern.
